but i'm really proud of the work we've done. it's outlined in our annual reports. we instituted or helped develop the blight policy or ordinance here in san francisco. i thought we came up with fair legislation that required property owners to clean the graffiti in a timely manner and gave them the opportunity to do so. we've done a lot around education with the school district, educating kids about graffiti, how graffiti affects property owners, it affects the city. and things we've done, we've worked with the art commission. i think one of the funest things i was involved in was at that time deputy director nuru of dpw and i worked with the arts commission on what color the street furniture and lamp poles in san francisco should be and standardize that nice green color we have now and made it easier to paint out graffiti and keep a standard. so, dpw didn't have to carry around 10 different colors of paint with them to paint out

graffiti. so, going forward what i'd really like to see is just really more education, more education, education with kids, with property owners around their responsibilities, with folks that get caught doing vandalism and grab feet and also education with the arts -- on avenues for people to express their creativity and that kind of thing. so. >> thank you, mr. giusti. i've seen you at many events. i appreciate your work and passion and for serving since its inception. glad that you're still here. just a quick question. do you happen to be a property owner in san francisco? yes, i am, i'm in district 8, yes. >> and you own property? i own a condo. >> i just ask because in seat 15 you do not need to be a property owner. right. >> so i'm just wondering if we can do a little work here. can i just bring up mr. lindner

paul giusti. i know him very well from garbage and refuse rate issues. but i've also attended the graffiti advisory board once or twice and i know he is committed to reducing and hopefully eliminating graffiti or getting better graffiti in the city. and if you can sort out mr. lindner's application, that would be good, too. but i just wanted to support paul giusti's reappointment to the advisory board. thanks. >> thank you, mr. you reappointed. i do have a question about seat 14 for mr. lindner. i would love to be able to appoint you. but if you don't meet the legal requirements, there's nothing we can do. we did think about the idea, maybe switching the seats. i don't know if that requires that be re-noticed, but it seems even if we did that it wouldn't work. so, with that, i make a motion to reappoint paul giusti to seat 15 and move forward the positive recommendation in terms of seat 14 i think we need to wait until there is someone who is qualified. and, again, i would encourage you to please be involved. it's not that we don't want to see you. we just can't legally do it. so, thank you. >> so, we can move forward with that recommendation without opposition.

balboa citizen's advisory committee. my city experience in terms of working with city government includes my current role at the mta citizen's advisory committee where i'm the vice-chair and also the chair of the engineering maintenance committee. i have served in the past couple of years ago as chair of the san francisco utility undergrounding task force and we succeeded in issuing a report. i've been involved for a number of years in the ocean avenue revitalization and involved in the development of the better neighborhoods plan around the balboa park bart station and ocean avenue. i'm a board member of the, probably the only property in the station area that has any nongovernment attachments to it, which is the historic

geneva [speaker not understood] and power house which we're seeking to restore and occupy as a cultural center and were discussed -- that role is discussed in the balboa area plan. currently i'm serving as acting director of the ocean avenue cbd which comes right down to the entrance to the station area. in summary, i have a good understanding of muni's needs at the station area, also an understanding of the community's interest and needs and of the issues and points raised in the city's balboa area plan. thank you. >> thank you. dan, if i could ask you one question? you're coming up here pretty humbly. i don't think there is anybody who knows balboa park and ocean avenue better than you do and your experience there. you have applied for four different seats. right. >> of those four, which do you feel you best represent? are you a muni rider, are you a

bart rider, are you a pedestrian, or are you a senior first? pick one of the four for me. i would say i'm more interested -- i'm very interested in meeting muni's needs to make the station work. i know a lot about muni and we do have a few disagreements about what exactly their needs are, but i won't go into that now. but i think i understand the reason for the need. and i think the neighborhood around -- people who use the k would like to see the streetcar system. and people who use all the streetcars would like to see them work better. and at the same time the district 11 community is very interested in making this the center of the district rather than a no man's land. >> so, you're saying muni rider? i would say the issues there are about muni needs versus community and planning needs. >> okay, thanks. >> thank you, mr. weaver. thank you for being here.

so, next we have ms. veronica garcia. good afternoon, supervisors. my name is veronica garcia. i'm a san francisco native, born and raised here in san francisco. i'm a single mom. i have two daughters that attend school here in san francisco. i am involved in several different organizations, one being coleman advocates for children and youth. another is a fellow at the -- excuse me, at urban habitat and their boards and commissions leadership institute. i am also an intern at the ethnic study resource and empowerment center at san francisco state. i also recently developed mom empowerment, teenage pregnancy group to be based here at hilltop high school in san francisco which coleman has taken in as a project of theirs. i graduated from city college earlier this year and in may i graduated with my associate degree, two associate degrees. one in social sciences and behavior and another in

administration of justice. currently at san francisco state working on my bachelor's degree in justice studies and also with a minor in urban planning. the reason why i would like to be a part of the balboa park station citizen's advisory committee is because i would like to represent the voice of the community, more specifically in the development that is occurring in the area. i would also like to assist in figuring out how to keep the community voice involved and accountability with the city agencies involved and impact to make deadlines and [speaker not understood] commitments. and then, so, also john avalos is a huge advocate for our community, but it's important to have the community involved. >> thank you, ms. garcia. thank you very much. >> and next we will hear mr. walker. if you would like to speak today. and are there any other applicants that were not listed? okay. oh, i'm sawyer, i thought you

were not here today. i'm not alex. i'm henry [speaker not understood]. >> great. so, henry, we'll hear you right after william. good afternoon, chair and supervisors. my name is william walker and thank you for hearing my application today at the rules committee. i'm the student trustee at city college of san francisco and i'm a native of district 8. i now live in district 11, just one block from balboa park bart station on lewis burk street. i participated on the facilities review committee as a member of the participatory governance process at city college of san francisco. so, the building that now faces [speaker not understood] as a part of a committee that worked on the plans, actually look at how we could link the pedestrian linkages between city college and our transportation including balboa park, k line, the phelan loop

area where the 49 terminates and the 8x. i also worked for five years at the los angeles county metropolitan transportation authority in the board office where metro r which is their third sales tax that provides transportation revenue for transit projects and they're looking to accelerate those projects currently with a new bond measure this upcoming year. i worked with a lot of the directors that compiled a lot of those different projects. and my first transportation job was actually as a high cooler at muni in the service planning department. so, i have a lot of transportation expertise. i work with student government on city college of san francisco and i also just have an immense desire to see a lot more transportation improvements in the balboa park corridor. i have a great relationship with john avalos, supervisor

avalos and i continue to work with trustee issues. that is the bulk of where a lot of riders are. we need a light rail [speaker not understood]. the second highest transportation [inaudible] outside of downtown. so, that's why i submit my application for seats 1, 2, 3 or 4. i think i'm eligible for all four of those. thank you. >> thank you, mr. walker. good afternoon, supervisors. my name is henry kabane. he did submit an application already. before i tell you a little bit about myself, i just want to echo what supervisor elsbernd said about dan weaver. he is awe inspiring, a legendary neighborhood advocate and he would do wonders on this committee. a little bit about myself.

i'm a practicing attorney in san francisco. i live in westwood park. i have a son who is now a sophomore at [speaker not understood] high school just adjacent to the balboa park station. i am also a member of the board of directors of the ocean avenue association, the cbd that mr. weaver is the executive director of. and i'm currently serving as treasurer of the ocean avenue association. i think it's fair to say that ocean avenue corridor has turned a corner. we've seen tremendous improvements in the area and i think now is precisely the time to focus on the balboa park station and all that that can offer to the entire community, city college, [speaker not understood], and all the residents in the area. i bring an open mind and a commitment to service and i would very much like to be a part of this committee. i do notice that i had applied for vacancies 6 and 9. i don't know if they've been

filled already, but i also am a heavy and regular muni and bart user and if those are the available seats, i would be happy to move my application around as necessary. thank you. >> just to broaden it, i mean, as you say, you are the father of a student who goes to school so you could hit seat 4. but seat 8 as well, families in westwood park. good afternoon, madam chair and supervisors. my name is bruce oka and let me begin by saying that my commitment in public service began way back in the [speaker not understood] of this city. unofficially. i've been part of the city [speaker not understood] for many, many years. i've been an advocate for

people with disabilities as well as myself all of my adult life. and most recently, i [speaker not understood] the mta board of directors, a job which i thoroughly enjoy. and believe me, i've been retired for the last 3-1/2, almost four months, and i have thoroughly enjoyed that. [laughter] believe me, my family says they haven't seen me around so long in 40 years. so, it's time i got back to work. i think what i bring to this position is i have a reputation of being level headed and fair.

and one thing that i will promise to do because [speaker not understood] one way to approach any job that i do, and that's to go full bore forward. and i will do my best as i [speaker not understood]. i will devote 100% of my time and energy to this position [speaker not understood]. like i said, i have enjoyed retirement immensely. there are others that say i should stay retired, and maybe they're right. at my age, you never know. but believe me, my love for the city is such that i think open government to me is priority

number one, because if we don't have open government throughout the whole country, we don't have [speaker not understood]. that's something that i truly will work my tail off to assure that that continues to happen. and i will promise you that i will be every energy and every [speaker not understood] official in the city a fair and open hearing. that's all i have to say. >> thank you, mr. oh -- mr. oka. have you had an opportunity to attend one of our sunshine

authority task forces? this is a question for you, mr. oka. my question was have you had an opportunity to attend or listen to a sunshine ordinance task force meeting? i have attended one task force meeting in the last i think 4-1/2 years. so, i have to be honest. sunshine ordinance task force is not my favorite task force to be on. i'm only being honest, because i'm not going to back away from any controversy or -- i'm certainly not afraid of any hot seat that i may be in. and i certainly am not afraid of being talked about.

and people are saying what they will because people will talk. but i thoroughly will devote my time, and i read everything that comes across my desk. it's not an easy task to do, but i do. believe me, nobody can dispute that i'm fair. that's one thing -- my reputation speaks for itself. i have been an advocate for people with disabilities all my life, and i will continue to do that throughout my service. >> thank you. thank you, mr. oka. i appreciate your application. i know that several of my colleagues and other folks have spoken to you about applying
